Position Summary:

Responsible for the promotion of the Center for Health & Prevention Clinics, the Health Outreach Enrollment Specialist will conduct outreach education and enrollment activities to reach low-income, uninsured individuals. Assist in the coordination of focus groups and the development of outreach strategies. The Specialist will provide resource referrals, participate in outreach activities and promote access to services at The Center and Affordable Care Act (ACA) healthcare insurances, including CenCal. Supports CAPSLO’s mission by promoting and educating the community about healthcare and insurance enrollment services available. 

Required Education and Experience:

Health Outreach Enrollment Specialist I:

  1. Two years of education and/or experience in:
    1. Health Care, Education, Social Science, Psychology, Human Development, Liberal Studies, or related field.
  2. Must have strong computer skills and be familiar with Microsoft Office, including Excel. 

License & Certifications:

  1. Must complete training to become a Certified Enrollment Counselor and maintain certification.
  2. Must have a valid California Driver’s License, and a reliable vehicle available for business use (mileage reimbursed) and acceptable driving record. 

Essential Functions:

  1. Under the supervision of the Clinic Director the Health Outreach Enrollment Specialist conducts community outreach, provides educational presentations,
    and provides outreach and enrollment assistance to Center patients and individuals who are uninsured.
  2. Supports Center patients and community members by linking them to Covered California insurances and CenCal. 
  3. Develops inclusive, culturally sensitive strategies for conducting community outreach and education activities for low-income, uninsured and underinsured individuals. 
    1. Responsible for meeting Title X and other grant outcomes regarding community outreach and education targeting special populations. 
  4. Keeps informed of agencies, resources, workshops and classes, participates in program and community events.
  5. Provides ACA training for Health & Prevention Division staff.
