Position Summary:

Under the direction of the Facilities Director, develops and coordinates capital improvement projects, and maintenance, repair and operations of existing facilities. Follows up on work requests to ensure service is being coordinated efficiently. Works closely with architects, contractors and/or subcontractors to ensure the proper and timely completion of projects. Interfaces between Facilities Department and CAPSLO staff. Supports CAPSLO’s mission by coordinating the various projects, maintenance and repairs needed to ensure safe operations and remain in compliance with regulations, as well as providing a comfortable environment for staff, children and clients.

Required Education and Experience:

  1. Four years project management and/or construction management experience, or equivalent combination of experience and education.
  2. Must have experience preparing contracts in accordance with various funding streams.
  3. Must be familiar with MS Word and Excel. General computer literacy required.

Preferred Education and Experience:

  1. Experience with MS Project and Access desired.
  2. Knowledge of Davis-Bacon prevailing wage requirements and other contracting rules and regulations as they pertain to Federal, State, local and other funding sources is preferred.

License & Certifications:

  1. Must earn Certified Playground Safety Inspector (CPSI) certification through the National Recreation and Parks Administration (NRPA) within six months of hire date.
  2. Must maintain certification throughout employment.
  3. Must have a valid California Driver’s license and a reliable insured vehicle available for business use (mileage reimbursed) and acceptable driving record.
  4. A DMV printout and proof of insurance will be required.

Essential Functions:

  1. Assists Facilities Director in coordinating completion of work with contractors and subcontractors to ensure that projects are completed in a timely manner.
  2. Maintains accurate documentation of all projects and ensures projects are bid fairly, equally and in accordance with funding conditions.
  3. Identifies qualified contractors in various trades and areas, as needed. Assists with Request for Proposal (RFP) process. Maintains contact with contractors through completion of repair or construction project.
  4. Ensures playgrounds comply with applicable safety regulations and develops playground designs, recommending play equipment purchase.
  5. Inspects and certifies playgrounds. Must earn Certified Playground Safety Inspector (CPSI) certification through the National Recreation and Parks Administration (NRPA) within twelve months of hire date. Must maintain certification throughout employment.
  6. Works under direction of Facilities Director to identify and remediate health and safety concerns.
  7. Works with regulatory agencies to obtain necessary building permits.
  8. Upon notification of a need for a specific project, ensures the Request for Proposal (RFP) process is being followed in accordance with agency and departmental guidelines and recommends award of contract to Facilities Director.
  9. Prepares and coordinates contracts for various projects; minor and major improvements, repair, maintenance, and new construction.
  10. Coordinates contractors, sub-contractors and workers in the construction, repair and maintenance of CAPSLO facilities.
  11. Tracks records on projects to ensure compliance with various funding and agency requirements.
  12. Coordinates utility connections and close-out on new projects.
  13. Ensures appropriate inspections have been made, utilities notified and service turned on at new centers.
