SUPERVISORY RESPONSIBILITIES

 SUMMARY

Under the direction of the Chief Financial Officer, the Finance Manager works directly with Head Start O to 5 Program Management and is responsible for the day-to-day financial operations of Head Start O to 5 and the Head Start O to 5 finance team.

 DUTIES AND RESPONSIBILITIES

Responsible for supervising assigned staff, interns and volunteers; recruitment, performance management and other personnel processes.

Trains staff and supervises the work of assigned staff to achieve desired performance outcomes and ensure program compliance.

Reviews and verifies transactions entered into the accounting system for accuracy and appropriateness.

Maintains strong internal controls.  Monitors and ensures compliance with laws, policies, and accounting pronouncements including 2 CFR Part 200 (the Uniform Guidance) and 45 CFR Part 75 (the Head Start Act).

Monitors the Head Start 0 to 5 Program’s fiscal compliance and the fiscal compliance for sub-contracted services in accordance with the Head Start Program Performance Standards and Fresno EOC Accounting Policies and Procedures. 

Compiles and analyzes financial reports for distribution to parents, service areas, program/agency staff and funding sources.

Ensures all invoices for Head Start 0 to 5 are processed timely and all discrepancies researched and corrected.  Maintains an accurate filing system for all program financial records and billing activity.

Prepares and submits monthly progress reports to the Head Start 0 to 5 Director and Chief Financial Officer. 

Monitors all Head Start 0 to 5 fiscal activity/budget items/accounts, accounts payable system, contracts, petty cash, parent involvement funds, etc.

Researches accounts for proper payments, charges and statements; adjusting accounts and balancing, resolving or reconciling discrepancies between payments, receipts or accounts.

Travels to evening meetings, conferences and for company business as deemed necessary.

Assists in on-going self-assessment of Head Start 0 to 5 fiscal management.

Prepares annual budgets for Head Start 0 to 5, including in-kind requirements.

Works collaboratively with payroll and Human Resources to ensure Head Start 0 to 5 employees funding is allocated appropriately and receiving the correct salary compensation.

Processes and issues reimbursement/advance checks to parents, vendors and staff.

Compiles data and completes mandated reports for Federal, State, and local funding.

Assists with acquiring new funding streams by creating budgets and budget narratives.

Actively encourages and embraces diversity throughout the program, agency and community.

Maintains confidentiality of records and information on Head Start 0 to 5 staff, children and families.

QUALIFICATIONS

EDUCATION:

  • Bachelor’s Degree in Accounting or Business Administration with an emphasis on Accounting or related field required. 
  • Master’s Degree in Business, related field or professional accounting designation preferred.

EXPERIENCE:

  • Minimum of five (5) years of progressive accounting related work experience required.
  • Minimum of two (2) years supervisory experience preferred.
  • Minimum of three (3) years grant and budget administration experience preferred.

OTHER REQUIREMENTS:

Knowledge in Head Start financial management highly preferred. 

Proficient in Microsoft Office Suite and related business software, including experience working with spreadsheet software (MS Excel) and with computerized accounting systems/applications.

Knowledge of financial and accounting principles and practices (with preference in grant reporting and related governmental regulations) and procedures.

Effective presentation, written and verbal communication skills.

Maintain a valid California driver’s license, reliable transportation and adequate auto insurance as required by State law. Proof of insurance will be required.

Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.

Pass and maintain annual Basic Pest Management in a Child Care Settings Training/Quiz as required by the California Healthy Schools Act (HSA).

Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment. 

COVID-19 vaccination required, unless approved for religious or medical exemption.

Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1st through December 1st. A person is exempt from the immunization requirements for the following circumstances:

  1. The person submits a written statement from a licensed physician declaring that because of the person’s physical condition or medical circumstances, the immunization is not safe.
  2. The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.
  3. The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only apples to the influenza (flu) vaccine.

Former Head Start 0 to 5 parent preferred.
