Summary:
The Human Resources Coordinator is responsible for HR administration, recruiting, hiring, onboarding, orientation, training, health and safety. The Human Resource Coordinator aids with and facilitates the human resource processes for all units. The Human Resources Coordinator ensures that certain plans are administered in accordance with federal and state regulations and that Head Start Performance Standards and Community Care Licensing plan provisions are followed. This role provides administrative support to the human resource function as needed, including record-keeping, file maintenance and HRIS (OnePoint HCM & ChildPlus) data entry. This role administers employee safety, health, and welfare plans and acts as liaison between employees and insurance providers. This position resolves benefits-related problems and ensures effective use of plans and positive employee relations.
Reporting Requirements:
The Human Resources Coordinator is directly supervised by the Director Human Resources.
Fair Labor Standards Act (FLSA) Status and Classification:
This is a full-time, 12-month, non-exempt position.
Essential Duties and Responsibilities:
- Operates within the KidZCommunity vision/mission/values.
- Operates from the NAEYC Code of Ethical Conduct.

- Follows the personnel policies & procedures.
Hiring & Onboarding/ Terminations:
- Organize reference checks and employment verifications.
- Conduct criminal record checks, child abuse index checks, and schedule post offer physicals.
- Conduct preliminary telephone or face-to-face screening interviews to determine the appropriateness of applicants.
- Conduct onboarding, orientation, offboarding processes and checklists for new hires and terminations. Conduct exit interviews.
- Prepare, schedule, and deliver an overview for new staff or on-going as needed.
- Assure new staff have access to all relevant files in Office 365 SharePoint.
- Work with supervisors and managers to meet timelines for completion of training plans and maintain in HR.
Training and Evaluation:
- Train all staff on the Personnel Policies and Procedures (PPH) Employee Handbook.
- Assist and train staff on the use of performance appraisal tools.
- Coordinate evaluation process for all employees, including creation and delivery of evaluation materials and follow-up to ensure compliance with Head Start performance standards.
- Manage, administer, and track all staff performance evaluations in OnePoint HCM. Add and edit job competencies and job positions.
- Track agency-wide mandatory training, and certification renewals, in addition to annual review timelines, generating variety of report and communications with managers to collect required documentation and reviews.
- Coordinate training, pre-services, and in-services with direction from the Executive Director.
HR Administration:
- Manage, oversee, coordinate, schedule and track agency travel arrangements for staff and management as requested and approved by the Executive Director.
- Prepare Form I-9’s, verifies I-9 documentation, audits, and maintains I-files according to USCIS, DOL, and Federal compliance regulations.
- Finalize and coordinate distribution of Personnel Practices Handbook, annually and as needed.
- Maintain accurate and up-to-date employee records in an integrated computer-based and paper-based information system. (OnePoint HCM and Child Plus).
Essential Duties and Responsibilities (continued):
HR Administration:
- Maintain agency wide personnel files for current and terminated employees, in accordance with legal compliance.
- Manage and ensure the education, training and certification requirements for all staff meet the HS performance standards and Community Care Licensing requirements.
- Provide support to staff and management to research course offerings at colleges and universities. Manage, project, and process education reimbursements.
- Discuss, oversee, manage, and support the professional, career path, and development for all staff their goals and objectives. Work with the staff on their succession plan within the agency. Act as a liaison in the role of a Professional Growth Advisor to support Child Development with applying, renewing, and upgrading Child Development Permits through the State of California Commission on Teacher Credentialing.
- Track, add, edit completed courses, training, and certifications in OnePoint HCM.
- Prepare and submit child development teaching permits to Commission on Teacher Credentialing.
- Track and update changes in Office 365 SharePoint.
- Track and update email addresses and email groups.
- Maintain job descriptions library. Create and maintain job descriptions, with the assistance of managers and supervisors.
- Ensure the compilation of annual Program Information Report (PIR) data and delivery.
- Generate various reports.
- Maintain substitute list and approve timesheets.
- Create letters and correspondence as needed.
- Complete required benefit reports, such as CMS, 403(b) SAR and QDIA, etc.
- Coordinate evaluation process for all employees, including creation and delivery of evaluation materials and follow-up to ensure compliance with Performance Standards.
- Update Central Office and Agency Cell phone maintenance.
- Participate in staff development for the organization.
- Participate on committees and special projects as requested.
- Other duties as assigned within the scope of this position.
Knowledge:
- Basic principles, techniques and practices of modern office practices and procedures, automated data processing.
- Knowledge in the area of staff safety

Language Ability:
Correct English, including vocabulary, grammatical usage, spelling, and punctuation. Ability to read, write, speak, and comprehend the English language. Ability to speak effectively with children, parents, staff and community as needed.
Mathematical Ability:
Ability to add, subtract, multiply, and divide in most common used units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Other Abilities:
- Analyze situations and make recommendations.

- Establish and maintain appropriate records and anecdotal notes and prepares various reports and other correspondence as required.

Experience:
Three (3) years of experience in Human Resources and staff health and safety welfare programs.
Education & Continuing Education:
Associate’s degree in Business Administration (Human Resources), Public Administration or related field or equivalent administrative experience. Continuing training as required.
Physical Requirements and Work Conditions:
- Physical Activity: On a continuous basis, sit at a desk for long periods of time. Intermittently, twist and reach office equipment; write or use keyboard to communicate through written means. Lift up to 25 lbs.
- Use of Senses: Must show good listening skills and the ability to successfully hear conversations, both live and on the telephone. Good vision corrected if necessary.
- Environmental Conditions: The duties of this position are usually performed in a hazard-free indoor environment and occasionally outdoors in weather conditions. The noise level is moderate.
- Atmospheric Conditions: No fumes, odors, dusts, smoke, gasses, or poor ventilation.
Other Requirements:
- Department of Justice Fingerprint and child abuse index clearance.
- Post-offer physical examination; TB clearance; proof of immunization or immunity to pertussis and measles; and annual flu vaccination or signed declination.
- Valid California Class C driver’s license, readily available and reliable transportation and minimum vehicle insurance as required by law.
