Position Summary:


Develops, implements, and monitors behavioral health and disabilities services of the Head Start/Early Head Start, Migrant and Seasonal Head Start, State Child Development Program, and Help Me Grow programs. Responsible for integration of behavioral health and disabilities policies, procedures, and practices into all service areas and programs. Provides training and technical assistance to staff as defined by federal performance regulations, state requirements, and research-based best practices. Supports CAPSLO'S mission by providing direction and oversight of behavioral health and disabilities services to children, families, and staff.

 

Required Education and Experience:

  1. Must have a Master’s Degree in Social Work, Counseling Psychology, Human Development, Marriage & Family Therapy, or related field (with emphasis in child and family studies).
  2. Must have two years of experience working with children, ages 0-5, and their families.
  3. Must have three years of experience in a related field. One of the years must be experience working in a healthcare-related position. 
  4. Experience in supervision, administration, management, training, or monitoring in a behavioral health, human services, or educational setting. 
  5. Previous experience conducting training required. 

 

Preferred Education and Experience:

  1. Three years of experience in supervision, administration, management, training, or monitoring in a behavioral health, human services, or educational setting. 
  2. Experience working with children with behavioral health and disabilities concerns preferred. 

License & Certifications:

  1. Must have dependable, insured transportation, and a valid California Driver License (mileage to be reimbursed) and acceptable driving record.  A DMV printout and proof of insurance will be required.

Essential Functions:

 

1. Administration

  1. Develops and implements behavioral health and disabilities services to children, parents, and staff. Ensures input and consultation from managers, coordinators, specialists, service area staff, and parents.
  2. Leads the development and maintenance of comprehensive written behavioral health and disabilities policies and procedures that meet all federal, state, local, and funder requirements. Incorporates input from parents, staff, and the Health Services Advisory Committee for on-going monitoring. 
  3. Assists program directors with updating and implementing policies and procedures to align with behavioral health and disabilities services.
  4. Works closely with program directors, administrative staff, area managers, center directors, center supervisors, and family child care coordinators to develop program plans and ensure implementation.
  5. Ensures compliance of all behavioral health and disabilities services with federal, state, local, and funder requirements, guidelines, and expectations.
  6. Develops and oversees maintenance of effective tracking and referral systems. Ensures children and families receive appropriate referrals to internal and external resources.
  7. Oversees data collection and management related to behavioral health and disabilities services.
  8. Ensures confidentiality is maintained in accordance with agency, state, and federal requirements. Provides training to staff and parents on the importance of confidentiality. 

2. Fiscal/Budget

  1. Oversees monthly in-kind documentation for all consultant billing in conjunction with the Finance department.
  2. Works with the director on program budgets to ensure fiscal support for behavioral health and disabilities services.
  3. Works with division director and Finance staff to ensure effective management of the Help Me Grow program.

3. Staff Development

  1. Manages and coordinates CYFS Behavioral Health and Disabilities coordinators and specialists and provides reflective supervision with staff; provides, ensures and/or coordinates ongoing staff learning and development; administers disciplinary action to address performance deficiencies in accordance with personnel policies, reviews and authorizes staff timesheets, time away requests and conducts performance appraisals.
  2. Ensures that staff and parents understand behavioral health and disabilities protocols. 
  3. Provides training on the requirements of the Head Start Program Performance Standards (HSPPS), State Child Development Programs, Help Me Grow program, and licensing.
  4. Ensures staff has access to behavioral health and disabilities interventions including: activities, educational information, and other resources to promote best practices as part of daily life for children, parents, and staff.
  5. Ensures staff members receive on-going support and technical assistance on screening tools, assessments, and other instruments that pertain to adequately assessing children’s behavioral health and developmental status and needs.
  6. Provides training for staff on observation, the referral process, and identifying behavioral health and disabilities concerns. 
  7. Provides consultation and technical assistance on inclusion practices for all staff.

4. Relationships with Parents and Parent Groups

  1. Ensures that staff support families by meeting with parents as needed to explain or interpret mental health and disabilities concerns regarding their child’s needs.
  2. Participates in recruitment efforts to introduce behavioral health and disabilities  services to families from the time of enrollment.
  3. Ensures the development of outreach materials as needed.
  4. Ensures all behavioral health and disabilities materials, activities, and training are provided in the language and literacy level of the home, as much as is possible. 
  5. Ensures that family cultural traditions, healing practices, and beliefs are respected and acknowledged as they pertain to behavioral health and disabilities practices.

5. Communication

  1. Collaborates with content area specialists and coordinators to ensure behavioral health and disabilities education and activities are included in the education, disabilities, health, nutrition, PFCE (parent, family, & community engagement), and ERSEA (eligibility, recruitment, selection, enrollment and attendance) content areas.
  2. In collaboration with area managers and other managers, supervises and supports staff in carrying out position requirements across service areas, geographic regions, and across programs.
  3. Participates in the community assessment process to ensure behavioral health and disabilities resources, agencies, and professionals are properly identified.

6. Monitoring

  1. Develops, implements, and provides training and technical assistance to ensure that monitoring, record-keeping, and reporting systems are fully understood. Ensures systems are utilized to collect data for the Program Information Report, funder reports, and tracking of all behavioral health and disabilities services, including those provided by consultants and outside agencies.
  2. Oversees and maintains current contracts with behavioral and mental health professionals that comply with the federal regulations and state requirements.
  3. Involves interpretation of complex Special Education laws and regulations at both State and Federal levels.
  4. Collects data and provides input into the annual Training and Technical Assistance Plan. 
  5. Responsible for identifying and tracking the percentage of enrolled children with disabilities and providing reports and waiver requests as needed.

7. Planning

  1. Assists program directors with planning and conducting the programs’ annual contract monitoring reviews.
  2. Reviews the Program Information Report and/or other funder reports and utilizes report data for improvement of behavioral health and disabilities services.
  3. Participates in the division team meetings to help update and implement policies and procedures.

8. Community Relationships and Partnerships

  1. Develops and maintains collaborative relationships with community partners, providers, educational institutions, and other stakeholders; and facilitates communication between them.
  2. Leads efforts toward the acquisition and maintenance of memorandums of understanding with clinics, Local Education Agencies, Regional Centers and other stakeholders.
  3. Supports the development of a Health Services Advisory Committee to address behavioral health and disabilities issues that relate to enrolled children and families across service and geographic areas.
  4. Networks within and/or outside the agency to increase knowledge of resources and services that benefit clients; develop effective relationships; further agency and community goals; and/or raise the profile of CAPSLO and its programs. 

9. Other Duties

  1. Participates in the annual self-assessment to ensure compliance with all performance standards and to identify areas for program improvement.
  2. Attends staff, program, and community meetings and trainings. Advises on the use of community resources and referrals.
  3. Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to oneself, staff, clients, and children.
  4. Performs other duties as assigned.
